Kelly selected as new manager of DOE Oak Ridge Office

Larry Kelly has been named manager of the U.S. Department of Energy Oak Ridge Office.

Kelly has been serving as acting manager since April. He was the third acting manager at the Oak Ridge Office since former manager Gerald Boyd retired in April 2011.

Kelly had previously served as the acting deputy manager and the assistant manager for Environment, Safety and Health.

“After completing a nationwide search of qualified candidates, Larry separated himself as the perfect choice for this position,” said Joe McBrearty, deputy director of field operations for DOE’s Office of Science. “With the changes happening in Oak Ridge, we wanted to institute and establish a very strong leadership team that can work the new organization as it is envisioned and interact well with the other parts of the organization locally and nationally.”

A press release said Kelly will manage one of DOE’s most diverse field locations.

His executive responsibilities include management of the Oak Ridge Integrated Support Center, which provides support services in personnel, finance, budget, procurement, legal, security, and emergency management, and employee health and safety arenas on a national and local level.

Kelly will also be responsible for management of the 32,000-acre Oak Ridge Reservation, work that involves major organizations such as Oak Ridge National Laboratory, East Tennessee Technology Park, and the National Nuclear Security Administration Production Office.

Kelly has been a member of the Oak Ridge community since 1990 and has more than 30 years of federal service, including 21 years with the ORO, where he has overseen programs in the areas of environment, safety, health, and quality assurance through the Office of Science’s Integrated Support Center, the release said.

Prior to joining DOE, Kelly worked with the Tennessee Valley Authority for nine years as an engineer and manager providing expertise in design, construction, and operation of commercial nuclear power plants. He also worked in the private sector as an environmental engineer for International Paper Company.

A native of Oxford, Miss., Kelly earned a bachelor’s degree in chemical engineering at the University of Mississippi and a master’s degree in business administration from the University of Tennessee.

He and his wife, Rubenia, live in Knoxville and have one daughter, Kristyn.
