THP: Man, 25, charged with DUI after pedestrian killed on Clinton Highway

A 25-year-old Clinton man has been charged with driving under the influence, driving while license revoked or suspended, and hit and run of a person after a 35-year-old Jacksboro woman, a pedestrian, was killed on Clinton Highway early Sunday, authorities said.

The car-pedestrian crash was reported at about 12:58 a.m. Sunday at the intersection of Clinton Highway and West Wolf Valley Road in Claxton, the Tennessee Highway Patrol said in a fatal crash report.

Isaac A. Irwin, 25, of Reynolds Avenue in Clinton, was driving south on Clinton Highway in a 2006 Pontiac four-door sedan when he struck a pedestrian, Jade T. Richardson, 35, of Jacksboro, in one of the lanes, the THP report said.

Irwin was not injured and he left the crash, but he was located later, the THP said.

A witness provided a description of the fleeing vehicle and the direction of travel, said Mark Lucas, Anderson County Sheriff’s Department chief deputy.

“A sheriff’s deputy searching for the vehicle located the car a short time later parked at a residence in South Clinton,” Lucas said.

 

It’s not clear if Irwin had been drinking, according to the THP report, but he had used drugs, the report said. Alcohol and drug tests have been requested, which is routine in fatal crashes.

Irwin and his passenger, Destany L. Cotner, 25, were both wearing seat belts.

Irwin had an existing contempt of court warrant when he was arrested, and he has a prior arrest history, authorities said. His bond on the four charges has been set at $9,400, according to Anderson County jail records.

Like Irwin, Cotner was also not injured. The THP report said Cotner had been drinking and had used drugs. Drug and alcohol tests were requested for Cotner and Richardson.

Cotner, of Catawba Avenue in Clinton, has been charged with DUI, according to jail records, possibly by consent. Her bond has been set at $1,500.

The crash was investigated by THP Trooper Stephen Barclay.

Besides the THP, the Anderson County Sheriff’s Department, Anderson County EMS, Anderson County Rescue Squad, and Claxton Fire Department also responded.
